Officer Ardian Cela injured his shoulder in the resulting scuffle with Reginald Casterlin II of Franklin, Capt. Laurence Martin said.
Cela and Officer Sean Mitchell responded to the Route 23 restaurant on a disorderly persons call, Martin said.
A manager pointed to a fleeing black Dodge Ram, and the officers pulled it over near Riverlawn Drive, he said.
Casterlin "refused to exit the truck, screaming “ '[Expletive] you!' and 'No way!', but eventually got out and began swaying and losing his balance," the captain said.
He also "had a strong odor of alcoholic beverage coming from his breath and clothing, and his speech was slurred," Martin said.
Casterlin "refused all lawful commands, screaming, 'You will have to take me down!' and began physically resisting efforts to take him into custody," he said.
Cela and Mitchell ultimately got him in cuffs -- although Cela needed a trip to Chilton Hospital for attention to his shoulder, the captain said.
Even after he was arrested, Casterlin "continued screaming racially insensitive words," Martin said.
At headquarters, "he continued his verbal assault on all involved," he the captain added.
He also was given a breath test and that registered a .23% blood alcohol content level, then was taken to St. Joseph's Hospital in Wayne to sober up, Martin said.
An adult later signed for his release and took custody of Casterlin, who was charged with DWI and resisting arrest, he said.
