Paramus Introduces Law Banning Sale Of Puppy Mill Dogs

PARAMUS, N.J. — The Paramus Borough Council introduced an ordinance Tuesday night banning the sale of puppy mill dogs in town.

“The vote was unanimous,” Mayor Richard LaBarbiera said. “This is one of the easier ordinances we’ve done.”

The measure is scheduled for a final reading and a public hearing July 27.

In all probability, it will be voted into law that night, the mayor said.

In April, 63 puppies were found crated in a van overnight at Just Pups , a Route 17 Paramus pet store owned by Vincent LoSacco, who has several stores statewide.

The borough Board of Health cited Just Pups for 400 violations and scheduled a May 2 vote on whether to recommend that LoSacco’s Paramus business license be revoked.

Before the vote took place, LoSacco shuttered his shop . He gave up his business license in the borough last month.

“They were going to be fired or choose to resign,” LaBarbiera said. “So they resigned.”

It wasn’t until the Just Pups incident, he explained, that people became aware of the atrocities of the puppy mill industry.

“We encourage people to continue to have pets and to go to shelters,” he said, “but we’re not, in all likelihood, going to permit the sale of puppy mill dogs after July 27.”
